Copper collapsed, end of world stuff around last raise. Should be more risk appetite now and well, anything can be raised, its just a case of the price and sweeteners.
The number postulated is just random - they take a smaller raise at risk of having to do it again if finance does not come through early new year (earlier presentation) or take enough for multiple quarters as to not get squeezed by the process, as is happening now.
