I expect a bot has been set up to sell 1 share at market price every so often since the start of the day.
Initially there were shares in the buy queue at $20.90 so it processed those. When they were exhausted the next in the queue and hence the at market price was $20.80. While this has been happening nobody has “jumped the queue” and placed an order at a higher price.
