So we saying that as a company & SHers we would rather try and attempt to build a database of users from small pacific islands which we have to go through marketing, brand awareness etc on sub 1M populations. Rather than work on a prequalified/interested database of potential subscribers who had pre-registered with over 7M potentials. Getting 50% of the 7M preregistrations would not only be less cost for the company but also provide far greater revenue/profit for the company than trying to market to a sub 1M population which you will never be able to get 100% uptake of a population, even facebook doesn't have that and this is a 'free' product which has the brand awareness/name behind it.

Seems rather backwards thinking not forward thinking to me.
