If they have these JV partners, why not ann even an MOU pending further DD. Which would put heart beat back into the buyer lines. Unless it is by design to allow it to be underwritten, and when the CR is only partially filled, they can ann JV, bonanza, sky rockets, and then fill the remaining to the underwriter at windfall highs.
