True, more shareholders didn't exercise their votes than did.
What that says is that they did not feel strongly one way or the other about the resolutions being passed and by inference were content irrespective of the outcome.
I would have thought that if the shareholders were truly disgruntled, then they would exercise their votes accordingly. After all, it merely takes a minute to complete the online proxy form and so is hardly an inconvenience.
