It's mostly all proxy votes (correct me if I'm wrong). People that hold shares that don't vote, their votes go to the chair (unless other arrangements are made) - called proxies.
Since, most people don't vote (infact, perhaps voting is made really inconvenient for most people), and surprise surprise, (large %) of votes go to the Chair.
