Normally I think that the usual way of handling the distribution of shortfall shares where there are more application that shares available is to set a ratio
So say there are 100 shortfall shares available but applicants are asking for say 300. So each applicant would receive 1/3 of what they had applied for. I think that is the normal way rather than first come first served. The aim would be to give all applicants a fair share of what is available.
