If you take a look at the exponential increase in the bids, one might assume the final bidder may have expected another bid at the close, which would have been between his bid and the previous one (according to the logarithmic trend of the bids).The winner predicted this, wanted the cargo and raised it to beat any potential last minute bids. This in my opinion indicates the desperation of the downstream market. Supply is extremely tight. So we PLS holders will sit tighter.
