    If the company managers don't believe there is a good chance of hitting gold, they would have happily taken all the money offered.

    Trying to minimise the amount of shares may indicate that management believes the company is worth more than 7c per share.

    While disappointing in one sense for retail shareholders, it is also perhaps positive regarding management's valuation of the company.
