I did not participate because it was obviously going to be scaled back heavily and it ties up $15,000 for quite a while until you get the unused amount back. For the amount of shares actually received it is just a nuisance.
Why not allow every holder to take the full $15,000 of shares and just bank the whole amount received. That is, look after the shareholders a bit.
