Not sure about bias. This seems the fairest way. Otherwise you have the situation whereby you might invest v small amounts in lots of coys just to be able to cash in on SPPs.
All SHs will be diluted, not just small or existing. Again, that is the fairest outcome.
Similar for many SPPs, at least the most ethical ones.
