ill add in favour of the company is anyones guess. however as long as vrx continue to participate in good faith and present rationale controls for managing the environment then it's the best they can do. personally, I expect controls that will likely increase opex a little (cents) per ton.
but just going on the balance of probability, the epa has only flat out "not recommended" a handful of projects in the last 3 decades.
