You are talking upgrading older buildings. What will invariably happen is that the newer buildings will start having charge points as a selling point. The Yarra Bend Development in Victoria, nicknamed Tesla Town will become more common.
Give it 5 years and town planners will be legislating charge points in multiple dwelling buildings.
