it's worth explaining here why the shortfall:
- key board members who combined hold almost $100M of shares would not have the spare funds to take up their rights (and the market will punish them anyway, if they sold shares to take up their rights).
- international holders such as funds and key company insiders with substantial holdings are actually restricted from participating due to regulatory rules.
if you exclude the above, I estimate less than 1% of holders didn't act on their entitlements
