I have to add, it's decent of Doug not to ask for underwriting fees. But as a seasoned deal maker and operator of previous water-related businesses, he probably recognises that this is his golden opportunity to increase his stake on a full disclosure basis, with the approval of the Board, as well as dilute the other major minorities who have not subscribed.
Now, I really hope the the accompanying releases that came with the CR will come true, especially the posts that jamesc666 has highlighted.
