I believe for the retail portion of the entitlement offer, priority will go to first the retail entitlement, then the retail application of additional shares in full, then the underwriting kicks in after.
Doug can only buy at the moment legally as an underwriter because at the current moment, the retail plebes has priority over him.

With only about 3 working weeks till end of 4Q our US$50M BOO contract should drop in soon, the loan from Upwell should be able to release for projects now.
