It strikes me as a bit of a loophole for someone to have 100 shares, and then have the same entitlement as someone with 1 million shares. I think it's good to clean up the registry, it also stops potential for manipulation of SP to some degree. Then add to that the cost of mailouts and publishing when offers are made. Strikes me as a no-brainer. Any small holder who wants to keep their shares have that option available to them.
