I mean that they have to do something to address the shortfall of capital in the business.
Either by:
1. Issuing fresh equity capital, or
2. Suspending the dividend. (They could just reduce the dividend, but as I have argued I think that will not be sufficient, and will simply focus the market's glare further on the balance sheet issue. Even fully suspending the dividend, in isolation, will take some time for them to get to a point of financial flexibility).
