I'm not sure, look at Germany's Lignite mine located in the middle green farming fields and old villages...this would have once all been farming villages that have made way for a large open pit mine.



Look at the open pit mine in Hambach as well...This gobbled up that many houses and farms over the years. I am not convinced a tiny village of 200 residents and scattered farms will be enough to prevent a mine if a large enough resource is discovered. The costs of relocating will be negligible in the scheme of things.
