To add to that, rural centres have gone through major exodus towards urban centres so the ability of a strategic project to move remaining residents (especially if the business is supported by the Government) from the land is plentiful. Also historical mining jurisdictions like this region of Czech are very opened to mining projects and consider that line of work an extension of their historical lineage, so it is well supported, usually.
