    Asking that question shows you have no knowledge of the fundamentals. The answer is clear to those who follow NTL properly.

    BTW, these retractions are not uncommon in spec land. Managers of juniors are often cowboys, its not until the company matures into a large cap that they get proper training and take their roles in regard to paperwork much more seriously.
