Anglo is referring to Otto Happel aka Molton. They are saying that the lack of news is favourable to Molton if Molton's aim is to increase their holding. This logic falls down in that for every 1% increase in holding a change in holding notice would need to be lodged, so it's not going to be huge volumes heading in Molton's direction.
