As long as there is likely to be continued returns, then Otto could be rerated.
I think that you mentioned HZN in an earlier post.
HZN was trading around $0.12 in July 2021, prior to paying the first Capital Return of $0.03.(and around $0.09 when the return was announced.

HZN has now distributed a total of $0.095 and the share price is currently $0.0155.
HZN's share price currently $0.155, which is $0.035 higher than Jul 21 ($0.12): this is after distributions totaling $0.095.
Current Share Price of $0.155 plus $0.095 distributions = $0.25 or double the price prior to implementing a Cash harvesting and Distribution Strategy.

Will Otto tread a similar path.
A Cash Harvesting and Distribution Strategy would likely see Otto rerated too, simply because we will attract additional investors, i.e., create demand.
HZN's assets are better than OEL's, hence OEL's rerating is unlikely to be as excellent as HZN's rerating, but it should be significant, and would likely take several months..

But Otto's cash flow was only marginally positive last quarter.

With declining production, and falling oil price, it is only time until cash is drawn each quarter....

It's clear no one wants to buy the assets, and then, if cash outflows exceed cash inflows....
