Goofy, it depends on how a relocation deal is structured.  My suggestion (and I have done a number of international deals of this type - though not in REE) is that LYC JV one or more new LAMPS whereby the incoming party pays for the construction and commissioning of a new LAMP and in return gets 50% of the profits and the right of first refusal of the products. 

I suspect Amanda is carrying out a negotiating ploy but the fall back position is real and would be enhanced by support of the Japanese consumers. I do not think one should underestimate the voice of employees and the local community who I am sure would be very vocal if their jobs were on the line.
