its not bad design, its just the fact no building last forever. so there always will be ongoing projects irregardless of the state of construction because when concrete cancer occurs, "To not do so (repairs) would be negligent, with the end result being that parts of the building left without repair would be extremely dangerous, with the potential for concrete chunks falling from the building."
