It's not an issue for the company - thus why would it be discussed in an announcement. If you tell yourself that your family will purchase you a car for your birthday, and every week your birthday comes closer you grow more excited, and on your birthday you receive nothing. Is it the families issue you received nothing? Or is it your issue that you speculated and emotionally attached yourself to the idea of receiving such a gift? The company has never paid a significant dividend in February previously, and never stated it would, so why are individuals speculating that it will be?
