On looking again I think it is 10.4 tonnes.
because 16.666 tonnes 6% spod gives 1 tonne Li2O.
adding water produces 2 molecules LiOH for every Li2O.
molecular weight of Li2O is 30.
molecular weight of LiOH is 24 (2 of them 48)
so 1 tonne Li2O gives 48/30 tonnes LiOH
so 16.666 tonnes spod gives 48/30 tonnes LiOH
so 16.666 * 30/48 = 10.41 tonnes spod gives 1 tonne LiOH
