Agree that's likely, Harbour have bid against themselves 4 times (I think) now. The Board probably feel they have done enough now with the backdrop of the improved oil price.
Given STO has never traded close to the proposed or actual offer in this period, I will look at exiting here.
There is danger is railing for more as a small shareholder when the market doesn't see value - take a look at the AGO thread for some interesting insights into emotions over-riding investment principles.
Like some others I bought in too early into the great oil price correction. But will end up getting out with a small return on my initial capital.
