Close, but not quite.
Who's shares are they buying? They are buying from the holders who've decided that the deal is done and want to put their money elsewhere - i.e. more likely YES voters. Staunch NO voters are not going to sell for obvious reasons - they are holding out hope for a higher TO price, or better yet, that it doesn't go ahead.
So if ALB were buying shares to try to increase the likelihood of it passing, it would be a dumb move as:
a) They aren't buying the shares of people who would be voting no; and
b) They would be pushing up the price, increasing the likelihood of the vote passing
So the question again is: WHO IS BUYING AT $3? This is the billion dollar question.
