I think the wagering division mask how good the lottery division is , once they demerger or sold off from the mothership lottery division can command much higher multiple.
it has rock solid cash flow, can easily match inflation and then some more add in every now and then very large jackpot for a bonus.
this is the mother of all reliable cash cow and cash flow so you very easily value it, and once it stands on its own the market will recognised it snd reward it with higher multiples
