My belief is that the NAL bid is contingent on PLL being a US company. (US company = US assistance ) Until that transition occurs the bid will not be accepted. I may be totally off base, but there is mounting evidence that this is true. That being said it looks like the monitor (and IQ, CATL) have selected Sayona and are content to wait til al of the i's are dotted and t's are crossed with respect to Piedmont.
