... Complete speculation on my part without any evidence: Wouldn't you release such a document if something significant was about to go down? i.e. they are making sure there is no doubt what insider trading is, who is affected and what the consequences are ... nowhere to hide if you you leak or take advantage of the info about to be circulated internally.
