Might be smarter to buy cheap manganese ore from South Africa and set up a Mn battery factory in Asia using cheap power.
Why use E25's low grade ore and then use expensive power and labour in Australia?
Any manufacturer with half a brain moves to Vietnam, Thailand or Malaysia.
