Why was this not released that they had been approached at the time ? --> not relevant ... info related to an incomplete proposal or negotiation
No proposal has to have been received the mere approach I believe to be market sensitive. --> No
APX only tell us when a leak occurs via the media . --> That's how CD works. Once the info is leaked the confidentiality has been lost
