If the volume on offer is not there, then you can only chip away at it over a period of time. In this case 13/9 to 20/9. Plus a buyer would not want to reveal himself to be too aggressive and pushing the price up either.
I'm thinking most of the placement holders are still on the register. The volume traded has not been sufficient to suggest otherwise.
