I don't think underwriter has chipped in. Most likely some shareholders sold its share above 0.3 cents and left some in account in order to lower their cost base. For example, people have 1m shares then sold 999999 shares at 0.4cent, Then took up 1 share from entitlement and apply for another 999999 additional shares. So they could lower its cost base bay 0.1cent or 33.33% gain on new application. For this case, their holding remains the same.
