Local shareholders have done the main lifting to date to get the company to where it is. The company knows that a raising would be very limited in take up. Unless there is good/great news. I can't believe they are that stupid to ask without a reason. Also if that is the case, no one would have a reason to complain for missing out and so much dilution evolving.
Nothing else makes sense.
