Not really Rosy. It's fully underwritten so they will get all the funds at the issue price of 30cents. The bit you've left out confirmed said just after they are applying to the underwriter now for completion of the underwriting.
So why would someone take the risk of fully underwriting a raising that they know will mostly come to them? The answer to this question is at the heart of the 'war' you describe.
