When a company starts drilling we never know if it is going to be successful, however before they spud they select their target carefully.
One could call it an educated guess, let's face it, they are drilling a hole 3000 m deep
If an investor can't handle the speculative side of investing in exploration, than that person should not invest in an exploration company.
As I mentioned before, Woodside considers a success rate during exploration drilling of 1 success and 4 dusters pretty good.
