My first impression is I like what I see. Rights Issues are the fairest way to raise money in a depressed market as all shareholders can equally buy at the suppressed price. This is in contrast to giving a free lunch to "sophisticated" investors who have connections with a particular broker or director.
The 8c option is nice. My modelling is suggesting a fair value for the company of >9c. So, if Mr Market wakes up to the value of MSR the options will reach in-the-money. But there are no guarantees of such things.
