    People were holding off taking up the entitlement as no one was sure of the underwriting agreement and didn't want to be a part of a minority if things didn't go well.

    But now they have full underwriting for any looses shares that aren't taken up by investors. This give us investors the confidence that the company will get the cash no matter what happens.
