Show me a good announcement that clears out most of those Sell orders at 0.5c and I'll happily sign that cheque.
The fact that majority of trades are happening at the 0.4c mark is not encouraging - people are still most likely selling at a loss to get out and noone is really willing to make a large bet on this company at this point in time.
Regarding the underwriter - this will usually be bad news as they are most likely to start hedging by shortselling shares prior to issue to reduce their risk (may not be the case if they have some quality sub-underwriters). Not to mention extra 5% MSC will have to hand over for their services.
