The price is not going to increase until after the rights issue is concluded. Anyone wanting to invest would wait until new rights issue price is confirmed and buy at that price or below.
My worry is raising below 3c would cause alot of people to take up the offer but it would harm any existing holders who can't top up (such as myself) so much more.
