but as you can see in the announcement, the entire thing can  be changed modified and even withdrawn........

Being positive assume its not withdrawn just delayed

Being realistic, assume that the underwriter is looking at the Copper price, Copper demand and is probably asking for more fees and a bigger discount for the risk
