I think that you will find the announcement of Sept 17th was that of a plan.


Within that announcement they quote a date of Sept 25th when they expect to complete the underwriting agreements. Clearly such agreements were not yet complete as at Sept 17th and hence that was a plan of what they intended.

The dates were not hard and fast so some slippage is to be expected with regard to the dates in that plan.
