Sovereign risk is part of any exploration decision, Australia or anywhere. Not surprisingly, Australia is currently not a favoured destination.
It is also a conscious decision to explore offshore or onshore.
Offshore - more expensive but normally more abundant, high quality 3D seismic and surface rights are not a problem.
Onshore - cheaper to drill/develop but pesky locals and protesters especially in the Amazon jungle.
