That's not how it works though. They undoubtedly have detailed project plans for all elements of the work, and are tracking and updating using planning software. Those here who have done this detailed planning and resource allocation know how complex and time-consuming it is; especially all the rebalancing!!!
If there was any hint of timing pushing out by several months as you suggest might be the case, they would not have been updating the market with "on schedule and budget" like they have been, consistently.
IMO there is no need for concern, everyone should have factored in some left-field delays/issues due to world events, and to be still expecting BQ carb production in Q3 is awesome progress imo.
