You are incredibly optimistic if you think that AGY, while in the process of commissioning, are achieving 99.79% straight off the bat, across all product produced. It's worded ambiguously for a reason mate... Remember that no brine operator on earth has ever achieved anything close to that. If AGY could achieve anywhere close to 100% BG product, they will have achieved true unicorn status and the share price would be flying, even now.
I think the truth is probably that during the commissioning phase they are likely classifying tech grade as by-product (as it's not their "target") and remains unreported for the time being. I think that once they sign an off take (hopefully in the next month or so), there will likely be a provision for a quantity of tech grade, at which point you'll start seeing those numbers being reported. Everyone will look the other way at that point, because hey, where in business!
