The permit milestone was the hardest out of the whole trio. The continuous production is more straightforward than the permit because the company has internal control over the plant equipment and chemical test on lithium production along with hiring the appropriate staff to carry the process of production and fixing mechanical issues. The permit had an external issue which was to do with bureaucracy and legal complexities that the company had no control over which was the cause of what took them years. I also suspect that AGY stole the best staff from Livent.
