I didn't choose the word "concern" @Kookie, I was directly quoting Rotane for accuracy. As far as the raise price goes, I largely agree with you, as the share price tends to follow the raise price. But let's not forget that the raise price is determined by the company themselves, and the market interest in their assets. Patriot raised $109m from Albermarle back in July 23, and that raise was at a 7% premium to the last closing price, and a 10% premium to their 10-day VWAP. The market liked the raise at a premium, with the SP subsequently bouncing 15% when trading opened.
If AGY, like PMET, can raise at a premium, then of course that should be viewed in a positive light. Conversely though, if they are forced to raise at a discount due to a lack of interest or to account for higher risk, then it follows that it would be viewed negatively.
